This document is intended to provide DWAF: Water Services Regulation, National and Provincial Government, as well as Water Services Authorities with an understanding of drinking water quality regulation strategies, necessary to ensure high quality drinking water.

1. Introduction The introduction covers why quality drinking water is necessary and lists the enabling legislation. The section also lists the main reasons for the decline in drinking water quality and lists the key issues that need to be addressed in order to ensure high quality drinking water.

2. Drinking Water Quality Regulation Strategies The key principles for regulation are covered in this section and it is stated that phased approach to regulation will take place.

In the short-term deficiencies in drinking water quality will be highlighted at provincial service delivery forum. The next steps would be to raise awareness of the problem with the responsible WSA by means of pamphlets. The following step would be direct intervention in the WSA.

The medium term strategy includes a status quo assessment and provincial consultative audits.

Long term intervention strategies include regular compliance monitoring, skills improvements, regulatory audits carried out by DWAF and direct DWAF interventions.

The incentives to compliance and the regulatory sanctions are listed in this section. This includes the sanction model which in contained in the Appendices.
3. Institutional Roles and Responsibilities The roles of WSA’s, DWAF, CMAs, DoH, SALGA, DPLG and Civil Society in the provision of high quality drinking water are explained.
