The Strategic Framework for Water Services (2003) provides the policy framework, vision, goals and targets for water services. The Joint National Water Services Sector Support Strategy is to respond on how the sector will be supported to achieve its vision, goals and targets. The strategy sets out the support that will be provided to ensure that these goals and targets are achieved. The support approach is multi-dimensional and it recognises the need to not only support local government but also to support those institutions that are supporting local government. The strategy builds on tried and tested practices that work, but more importantly it introduces a number of new initiatives that are intended to respond directly to local government support needs. A major focus of the support strategy is on municipalities that are both water services authorities and water services providers The multi-dimensional support approach includes hands-on operational support, the development of water services leadership and management capacity, a multi-annual programme of councillor development, the appointment of a national and regional support managers, skills development, the creation of national and regional resource pools (access to specialist expertise), sector wide planning, structures and planning mechanisms for co-ordination, and improved knowledge and peer networks.

1. Introduction The 5yr Local government strategic agenda states that both national and provincial government must prioritise support for municipalities. The purpose of support is to assist the sector to realise its vision and goals, and to ensure that targets as set out by SFWS are met. This strategy is there to ensure that water services institutions are effective, skills development is taken care of, and role players fulfil their roles effectively. This strategy therefore recognises the existing support and also utilises a sector wide approach to achieve common support approach

2. - Problem statement This section outlines why support is needed, what are the underlying causes of poor performance, and the problems encountered with the current support initiatives.

3. -Key principles informing the support strategy These principles inform how support will be provided focusing on outcomes and not inputs, creation of an enabling environment for effective performance, leadership building, building of a learning culture, demand responsiveness, strategic allocation of resources, institutionalisation of capacity, be transformative and address the whole business, and also on co-ordination and alignment

4. Programmatic support to WSAs The aim of support to WSAs is to put the necessary support in place so that every WSA is able to fulfil their authority function whereby they have their policies and by-laws in place, are able to plan water services for their area, are able to set tariff and allocate equitable shares, plan and implement infrastructure targets, and are able to regulate their WSPs

5. -Direct operational support to WSPs The aim of support to WSAs is to put the necessary support in place so that every WSA is able to fulfil their authority function whereby they have their policies and by-laws in place, are able to plan water services for their area, are able to set tariff and allocate equitable shares, plan and implement infrastructure targets, and are able to regulate their WSPs

6. -skills development The purpose of skills development is to ensure that councilors are able to make good and informed decisions where they are empowered to provide leadership to water services within the local government sphere, officials and key players in the sector have the necessary leadership skills and vision to realize strong and effective water services institutions and sustainable water services, training of support managers ensures that support is properly managed, co-coordinated and targeted to the needs of WSA / WSP and that human resources initiatives are geared towards increasing HR capacity for the sector.

7. Sector collaboration and cross cutting support initiatives This section outlines how the sector should respond to the support needs of municipalities. This should be done through the following; sector wide approach, co-ordination, peer networks, and knowledge management

8. -Linkages to other initiatives The following initiatives have been considered in the development of the strategy; • Local government 5-year strategic agenda • Municipal and water services support linkages • Direct placement of staff in municipalities • Regulation and reform strategies • Linkages between Water Services and Water Resources
9. -Implementing the strategy The strategy will be implemented according to different focus areas as outlined in sections 4, 5, 6, & 7. A Five Year Local Government Water Sector Support Plan has been developed which is responding to the 5 Year Local Government Strategic Agenda and the support approach as in the strategy.

9.a -References and bibliography This section comprise of the list of references used in the development of the strategy and a series of concept notes that were written for the purpose of reviewing initiatives and the resources which were relevant this strategy.
